Voice your support for expanding access to middle housing citywide during public comment at this important Phoenix City Council meeting! We are working with historic preservation advocates to expand the allowance of middle housing citywide, not just older neighborhoods in the core of Phoenix as required by state law. Middle housing is defined in this context as duplexes, triplexes, townhomes, and fourplexes. Phoenix asks you arrive 1 hour in advance (1:30pm) to register to speak, and select agenda items 51 and 52. If you are speaking virtually, sign up to speak at least 2 hours in advance. You can find instructions and the full meeting agenda here: https://www.phoenix.gov/content/dam/phoenix/cityclerksite/city-council-meeting-files/2025/11-5-25%20Formal%20Agenda-FINAL.pdf Often called "missing middle housing" because it is often banned by zoning codes, middle housing allows for neighborhood-scale compact and convenient housing that is critical to an affordable and less car dependent Phoenix. Under state law the city must adopt a middle housing ordinance within 1 mile from downtown, but the city has an opportunity to allow middle housing anywhere in the city. Key Points ● Support expanding the middle housing overlay citywide! ● Middle Housing is how we introduce attainable housing prices while not dramatically changing neighborhoods. Many current homeowners have no idea what young people face today to purchase a home. ● Eclectic diversity is good for neighborhoods, providing housing of all shapes, types, sizes, and prices, and increasing vibrancy. We shouldn’t be afraid of renters. ● Middle housing allows empty nester retirees the ability to age in place and stay in their neighborhood. ● Climate action means increasing access to our most walkable neighborhoods in the city’s core. ● Middle housing provides opportunities for citizen developers who might decide to invest in their property. ● We have great examples of middle housing in our older core neighborhoods from before they were banned, and they complement the neighborhood! ● Citywide allowance of middle housing will spread development activity so it is not concentrated on just the core older neighborhoods.
